Will I have to pay an ETF (Early Termination Fee)?

Not when you're moving. Texas rules (PUCT §25.475) say your retail electric provider can't charge an early termination fee when you relocate. Give them a forwarding address and reasonable evidence of the move, and you're free to shop. If a provider tells you otherwise, they're mistaken.
